Officially termed the Consumer Protection Regulations (CPRs), they will ban 31 types of unfair sales practices including bogus closing down sales, prize draw scams and aggressive doorstep selling. They will also close loopholes that rogue traders have previously been able to exploit.
According to a Government statement, the Regulations replace and improve on provisions in 23 existing laws, establishing a modern framework that is easy for consumers, businesses and enforcers to understand.
The Fair Trading Directive – officially known as the Unfair Commercial Practices Directive – will establish consistency of trading across the European Union, making it easier to market goods and services to an internal market of 460 million consumers.
Most provisions of the regulations will be enforceable by both criminal and civil sanctions. If approved by Parliament, they will come into force 26 May 2008.
**AGREEMENT REACHED ON TIMESHARE LAWS IN DUBAI* April 2008 The authorities in Dubai a focal point for shared ownership products and services in the Middle East have approved new regulations for the industry. In formulating the new laws, the two main exchange companies, Interval International and Group RCI, worked with the Real Estate Regulatory Authority (RERA), the Emirates Department of Economic Development and Dubailand, the largest tourism and entertainment project in the region. LUXURY PROPERTY SET TO OPEN IN DUBAI* 2008 An agreement has been reached for the soon-to-be opened Bavaria Executive Suites in Dubai to be affiliated to Group RCI. The developer is Al Ghaith Holdings, based in the United Arab Emirates. The development comprises some 450 one- and two-bedroom apartments and will be one of the largest timeshare vacation clubs of its kind in the Middle East and North Africa region. When the 1994 Timeshare Directive came into place, the European timeshare industry had no voice or representation at a European level. That is why RCI and II got together to form OTE and modelled it on ARDA (the world famous American timeshare exchange company) which had worked so well in the US.

THE DANGERS OF DISCOUNT TRAVEL MEMBERSHIP CLUBS
JAN 07 - The Organisation for Timeshare in Europe (OTE) will host a round table briefing in London for consumer and trade journalists to warn the public of fraud stemming from Discount Travel Membership Clubs (DTMCs).
Participating in the session are: Mike Haley, Office of Fair Trading in the UK; Mary Luz Peñacoba, director of the Madrid-based European Consumer Centre; Michael Foundly, Seasons Holidays; Eugene Miskelly, Club La Costa; Frank Chapman, OTE UK, and Peter van der Mark, OTE.
The media briefing will be held at The Clink Prison Museum in South London.
To date some 55,000 holidaymakers in the UK have signed up as members of DTMCs and many are likely to run the risk of being defrauded, having purchased the right to buy holidays for a cost of up to £15,000.
In the minds of the public, the line between DTMCs and legitimate timeshare products is blurred. Perpetuated by the myth that these clubs fall under a timeshare umbrella, those consumers caught in DTMC scams are quick to complain loudly that they have been victims of unscrupulous timeshare operators.
The protection of those consumers who buy into DTMCs is, according to OTE, “a hot potato”. While the European Consumer Centre in Madrid prepares to take on the policing of these clubs, it is still UK residents who are falling prey to these products that promise the world but deliver very little.
As confusion reigns over who is protecting consumers, OTE and its members across Europe are entering into “a period of education” to show that DTMCs are NOT timeshare products.
Existing laws such as The Package Travel Directive, Distance Selling Directive and Contracts Negotiated Away From Business Premises are all applicable to DTMCs.
The panel of industry executives will stress to the media that DTMCs simply give members the right to book future holidays that in many ways are akin to package travel rather than timeshare.
They will also announce how OTE is implementing a programme of self-policing across Europe to fully disassociate these clubs from legitimate timeshare products. visit: www.ote-info.com
